While the actual language of bills proposed for the 2023 session of the New Hampshire General Court has not yet been released, the published list of requests to prepare bills, known as Legislative Service Requests or LSRs, provides an idea of what will be debated in upcoming hearings.

Bills in preparation will address landfill siting and necessary permits, access to composting and recycling for residents of public housing, authority of municipalities to regulate distribution and disposal of solid waste within landfills, prohibiting the disposal of certain food waste, appropriation of funds to the solid waste management fund to target food waste reduction and diversion, and establishment of a committee to study extended producer responsibility.
