The U.S. Environmental Protection Agency has developed a toolkit to help municipalities, states, tribes, and non-governmental organizations promote composting of food waste.  This social marketing toolkit is designed to move citizens from awareness to action in composting food scraps and includes materials that can be customized for any community.
