Senate Committee hears bill to require rulemaking for advanced recycling

“Advanced recycling” is a controversial process that uses heat and chemicals to break down plastics into raw materials. As of 2022, New Hampshire classifies advanced recycling as manufacturing rather than solid waste processing. The current legislature is considering a bill (SB267) that would require development of specific rules to ensure protection of New Hampshire’s air, water, and soil from the many toxic substances produced during advanced recycling. Dr. Cynthia Walter kindly granted CSWS permission to post her testimony from the February 7 Senate Environment and Energy Committee hearing on this bill.
